Understanding the CDCP: Canada's New Dental Care Plan Explained

The Canadian Dental Care Plan (CDCP) represents the most significant expansion of public dental coverage in Canada's history. For millions of Canadians who have gone without regular dental care due to cost, the program is a genuine game-changer. At Novae Dental Studio, we're a registered CDCP provider, and we've been helping eligible patients navigate the program since it launched. Here's what you need to know.

The CDCP is a federal program designed to provide dental coverage to Canadian residents who don't have access to private dental insurance. It's not a universal program — eligibility is based on income thresholds and insurance status. To qualify, you must be a Canadian resident, file your taxes, have an adjusted family net income below the program's threshold, and not have access to dental insurance through an employer, spouse, or parent. The program initially rolled out to seniors aged 65 and older, then expanded to include children under 18, persons with a valid Disability Tax Credit certificate, and adults aged 18 to 64 meeting the income criteria.

Coverage under the CDCP is structured in tiers based on your family income. Those with the lowest incomes receive the most comprehensive coverage with no co-payments. As income increases, co-payment percentages rise, though the program still covers a meaningful portion of treatment costs. The specifics of your coverage are determined when you apply and are tied to your most recent tax filing.

So what does the CDCP actually cover? The program includes preventive services like cleanings, examinations, fluoride treatments, and X-rays. It also covers restorative treatments such as fillings, crowns, root canals, and extractions. Dentures and other prosthetic services are included as well. Some services — particularly cosmetic treatments like teeth whitening or elective procedures — are not covered, as the program focuses on medically necessary dental care.

Applying for the CDCP is done through Service Canada. You can apply online through your My Service Canada Account, by phone, or by visiting a Service Canada office. Once your application is approved, you'll receive a confirmation letter and a member card. Bring this card to your dental appointment, and your dentist's office handles the billing directly with Sun Life, the program's insurance administrator.

One of the most common questions we get at Novae Dental Studio is whether patients need to do anything special to use their CDCP benefits with us. The answer is no — the process is designed to be as seamless as using any other dental insurance. You show up, present your member card, and we take care of the rest. We verify your coverage, submit claims electronically, and you only pay your co-payment portion (if any) at the time of your visit.

For patients who have been avoiding the dentist due to cost, the CDCP is an opportunity to catch up on overdue care. Many of our new CDCP patients haven't had a cleaning or checkup in years. We understand that returning to the dentist after a long gap can feel overwhelming, and our team takes a judgement-free, supportive approach. We'll assess where things stand, prioritize the most urgent needs, and create a manageable plan to get your oral health back on track.

It's worth noting that the CDCP is separate from provincial programs like Ontario Works or the Ontario Disability Support Program, which have their own dental benefits. If you're already receiving dental coverage through a provincial program, you may not be eligible for the CDCP. However, if your provincial coverage is limited, the CDCP may fill in some of the gaps. Our administrative team can help you figure out which programs apply to your situation.

There are a few common misconceptions about the CDCP that are worth clearing up. First, the program does not cover every dental treatment — it focuses on essential and preventive care. Second, you must actively apply; coverage is not automatic even if you meet the income criteria. Third, the program is administered by Sun Life, not directly by the government, so your dentist's office interacts with Sun Life for claims processing just as they would with any private insurer.

If you think you might be eligible for the CDCP or if you've already received your member card and are looking for a provider in Toronto, Novae Dental Studio in Yorkville is here for you. We're proud to be part of a program that's making dental care accessible to more Canadians. Call us or book online — we'll make sure you get the care you deserve.
